ALHGHA, Hanle Panel back Mandatory LRC for Tourism Business Registration

LEH: In a move aimed at shaping the future of tourism in Ladakh, the All Ladakh Hotel & Guest House Association (ALHGHA) and the Hanle Sustainable Tourism Committee have agreed to work together to promote responsible, community-centred and environmentally sustainable tourism in the ecologically fragile region of Hanle.

The decision was taken during a high-level meeting between ALHGHA President Rigzin Wangmo Lachic, Vice President Nawang Tashi, Hanle Sustainable Tourism Committee President Tsering Dorjey, and Vice President Stanzin Norboo, where both organisations discussed strategies to ensure that tourism growth remains balanced with environmental conservation and community welfare.

Describing Hanle as a potential model for sustainable tourism in the Himalayas, ALHGHA congratulated the Hanle Sustainable Tourism Committee for adopting a development approach based on the region’s carrying capacity rather than unchecked expansion. Both organisations agreed that protecting Hanle’s unique ecological and cultural heritage must remain central to all future tourism initiatives.

The meeting also identified several critical infrastructure and environmental challenges requiring urgent attention, including the need for modern sewage systems, scientific solid waste management, improved water conservation measures and enhanced awareness programmes for wildlife protection. The participants emphasised that addressing these concerns is essential to preserving Hanle’s fragile ecosystem while ensuring a high-quality experience for visitors.

Discussions further focused on raising professional standards within the tourism sector through timely payments, transparent and fair pricing, and consistently high standards of hospitality and services. The organisations noted that improved professionalism would strengthen Ladakh’s reputation as a responsible and premium tourism destination.

Highlighting the growing importance of community-based tourism, the Hanle Sustainable Tourism Committee informed the meeting that the village currently has 85 registered homestays with nearly 450 rooms, making local participation the backbone of its tourism economy. Both sides reaffirmed that future tourism policies must continue to empower local communities and ensure that economic benefits remain with the people of Ladakh while safeguarding the region’s natural resources.

In a significant policy recommendation, the Hanle Sustainable Tourism Committee extended its support to making the Ladakh Resident Certificate (LRC) mandatory for the registration of tourism businesses. The proposal, it said, would help ensure that tourism remains locally owned, inclusive and beneficial to Ladakh’s residents while protecting the interests of indigenous communities.

Strengthening institutional collaboration, the Hanle Sustainable Tourism Committee will also become part of the Executive Body of ALHGHA, a move expected to provide greater representation to remote tourism destinations in policy discussions and decision-making processes across the Union Territory.

At the conclusion of the meeting, both organisations reaffirmed that the long-term success of Ladakh’s tourism industry depends on unity, collaboration and a shared commitment to responsible development. They pledged to work together to build a resilient, sustainable and community-driven tourism sector that benefits both visitors and the people of Ladakh while preserving the region’s unique environmental and cultural identity.
