LEH: A delegation of senior Bharatiya Janata Party (BJP) leaders on Saturday urged the Union Territory administration to upgrade existing Naibat (Administrative Sub-Division) units into Tehsils and undertake a comprehensive restructuring of revenue administration, contending that the proposed measures would strengthen grassroots governance and improve public service delivery across Ladakh.
The delegation, comprising former Chairman and Chief Executive Councillor of the BJP-led Ladakh Autonomous Hill Development Council (LAHDC), Leh, Adv. Tashi Gyalson, BJP Ladakh General Secretary Stanzin Lakpa and former BJP Ladakh State President Phunchok Stanzin, placed the proposals before Chief Secretary Ashish Kundra, IAS, during a meeting at the Civil Secretariat in Leh.
At the meeting, the BJP leaders sought rationalisation of the existing revenue framework by upgrading Naibat units into Tehsils across both the newly created and existing districts of the Union Territory. They argued that the present administrative structure requires strengthening to keep pace with evolving governance requirements and to improve institutional capacity at the district level.
Explaining the rationale behind the proposal, Adv. Gyalson said a strengthened revenue administration would facilitate more efficient land record management, improve coordination between field-level functionaries and district authorities, and enable government departments to respond more effectively to public grievances and service delivery requirements.
The delegation also proposed the establishment of dedicated engineering wings in the newly created districts, including Public Health Engineering (PHE), Irrigation and Flood Control (I&FC), Pradhan Mantri Gram Sadak Yojana (PMGSY) and Rural Engineering, in addition to the existing administrative infrastructure.
According to the BJP leaders, the creation of specialised engineering establishments would decentralise technical and administrative functions, allowing districts to plan, execute and monitor development projects more efficiently. They maintained that the proposed institutional framework would reduce procedural delays, strengthen local implementation capacity and ensure that infrastructure projects are aligned with district-specific developmental priorities.
The leaders emphasised that administrative restructuring and expansion of departmental infrastructure are essential to improving governance outcomes in the Union Territory, particularly in view of the evolving administrative landscape following the creation of new districts.
