DC Donk calls for Accuracy, Integrity and Confidentiality in Population enumeration

Training for CENSUS 2027 Officials begins in Leh

LEH: Deputy Commissioner Leh Romil Singh Donk on Wednesday stressed the need for accuracy, integrity and strict adherence to prescribed procedures as a three-day training programme for field trainers for Phase-II of Census 2027, covering Population Enumeration, began at the Deputy Commissioner’s Conference Hall here.

The training, being held from August 12 to 14, is intended to prepare field trainers for the systematic conduct of the population enumeration exercise and ensure complete and accurate coverage during the census.

Addressing the opening session, Donk said participants must develop a clear understanding of census concepts, procedures and field-level requirements before undertaking their responsibilities. He urged the trainers to resolve even minor doubts during the training and maintain close coordination with the Chief Planning Officer and Census officials for guidance.

The Deputy Commissioner also underlined the importance of census data in government planning and policy formulation, calling upon the participants to approach their duties with a strong sense of public responsibility.

The training is covering the structure and functioning of Enumeration Blocks, buildings and census houses, identification and enumeration of persons and households, responsibilities of enumerators and procedures for ensuring complete coverage.

Assistant Director Census Operations and Nodal Officer for Ladakh UT Jatinder Kumar, along with Assistant Director, Rural Development Department, Leh, and Master Trainer Ghulam Mohd, conducted detailed sessions on Phase-II Population Enumeration.

Participants were briefed on the range of information to be collected during the exercise, including demographic particulars, marital status, Scheduled Tribe and Scheduled Caste status, disability, language, literacy and education, economic activity, occupation, migration and fertility.

The training also addressed provisions of the Census Act, 1948, covering access, duties, penalties, confidentiality and protection of census records. Officials stressed that information collected during census operations must be handled strictly in accordance with the prescribed legal framework and confidentiality requirements.

The sessions are also aimed at familiarising field trainers with the practical requirements of enumeration so that they can subsequently guide personnel involved in the exercise and minimise errors during field operations.

Chief Planning Officer and District Nodal Officer Konchok Gyalson, Census District Coordinator Tashi Otsal and other officials attended the opening session.

The three-day programme will continue through August 14, covering operational and procedural aspects required for the effective conduct of Phase-II Population Enumeration in Leh district.
