Gyalson led delegation calls on Addl Secy MHA; urges expedite regularisation of LPDD Engineers

LEH: Former Chairman and Chief Executive Councillor (CEC) of the Ladakh Autonomous Hill Development Council (LAHDC), Leh, Adv. Tashi Gyalson has urged the Union Ministry of Home Affairs (MHA) to facilitate the early confirmation and regularisation of Electrical Engineers serving in the Ladakh Power Development Department (LPDD), stating that prolonged delays have affected the department’s functioning and career progression.

Gyalson, accompanied by a delegation from the LPDD, met Additional Secretary, Ministry of Home Affairs, Prashant Lokhande, and submitted a formal representation highlighting the long-pending issue of regularisation of the engineering cadre in the Union Territory.

According to the representation, despite a directive issued by the erstwhile State Administrative Council (SAC) in 2019 to regularise the engineering cadre, the process remains incomplete. It further stated that under General Administration Department (GAD) Circular No. 12-JK(GAD) of 2024, the pending cases were to be processed through the Jammu and Kashmir Public Service Commission (JKPSC) and the Departmental Promotion Committee (DPC), but only the post of Chief Engineer has been confirmed so far.

Gyalson contended that the delay has resulted in an acute shortage of regular officers at senior levels within the LPDD, affecting administrative efficiency and organisational functioning. He also pointed out that many engineers continue to hold “in-charge” positions, preventing the creation of consequential vacancies and limiting employment opportunities for aspiring local engineers. Seeking immediate intervention, the former CEC requested the Additional Secretary to take up the matter with the Government of Jammu and Kashmir and facilitate an early resolution. He said expediting the regularisation process would address the concerns of the affected engineers while strengthening the administrative and technical capacity of the power sector in Ladakh.
