JTN predicts political, economic transformation for Ladakh, says Seven Hill Councils will empower every corner

LEH: Senior BJP leader and former Member of Parliament from Ladakh, Jamyang Tsering Namgyal, popularly called as JTN, has lauded Prime Minister Narendra Modi for what he described as a “historic step” towards strengthening governance and national security in Ladakh through the proposed expansion of the Ladakh Autonomous Hill Development Council (LAHDC) system to all seven districts of the Union Territory.

In a recent interview, Namgyal said the Prime Minister’s vision seeks to reinforce India’s strategic frontier while bringing governance closer to the people through greater decentralisation. He said the creation of seven districts—Changthang, Drass, Kargil, Leh, Nubra, Sham and Zanskar—each with its own Ladakh Autonomous Hill Development Council, would empower local communities by ensuring more responsive and people-centric administration.

Highlighting Ladakh’s strategic importance, bordering Tibet, Pakistan and Afghanistan, the former MP said the initiative would not only strengthen national security but also enable decentralised local self-governance tailored to the unique geographical and developmental needs of each district.

Namgyal further said that the Modi Government is preparing to introduce what he termed a first-of-its-kind model of decentralised and locally responsive governance in Ladakh through the establishment of an Apex Local Governing Body representing all seven districts. According to him, the proposed institution reflects the Prime Minister’s vision of “Minimum Government, Maximum Governance.”

He explained that the proposed apex body builds upon the concept of the Inter-District Advisory Council envisaged under Section 50 of the Ladakh Autonomous Hill Development Councils Act, 1997, while expanding it into a more robust, representative and institutionalised mechanism for policy coordination, inter-district planning and regional decision-making across the Union Territory.

The senior BJP leader also asserted that the Centre is proposing a unique framework of local self-governance for Ladakh under Article 371 of the Constitution of India. According to him, the proposal envisages extending the LAHDC system to all seven districts and elevating the councils from their present statutory status to constitutional status.

He said such a framework would provide stronger constitutional safeguards while allowing the councils to benefit from Panchayati Raj institutions and Finance Commission support. He claimed the proposed governance model aims to offer protections and developmental opportunities beyond those available under the conventional Sixth Schedule framework by strengthening grassroots democracy, preserving Ladakh’s regional identity and ensuring inclusive development.

Sharing his vision for Ladakh’s future, Namgyal said the expansion of the Hill Councils could bring about three transformative outcomes. He said the first would be political empowerment through deeper decentralisation of democracy, enabling governance to function closer to the people. The second, he noted, would be economic empowerment, with locally elected councillors gaining greater authority to formulate and implement district-specific policies suited to local aspirations and development priorities.

The third outcome, he said, would be the emergence of a “Viksit Ladakh” contributing to a “Viksit Bharat”, driven by people’s participation, local leadership and inclusive development.

Summing up his vision, Namgyal said he envisages “Empowered People of Empowered Districts in an Empowered Ladakh of an Empowered Bharat,” describing the proposed reforms as a transformative opportunity to redefine governance and development in the Union Territory.
