KARGIL: Officers and officials of the Rural Development Department, Kargil, underwent a two-day orientation programme on the VB-GRAM G Act, 2025, with the training focusing on digital governance, evidence-based planning and technology-driven implementation of rural development programmes.
The programme, conducted from July 31 to August 1 under the Annual Capacity Building Plan (ACBP), was organised by the Rural Development Department in collaboration with the National Institute of Rural Development and Panchayati Raj (NIRDPR), Hyderabad, at the Conference Hall of the Assistant Commissioner Development (ACD), Kargil.
Inaugurating the programme, Assistant Commissioner Development, Kargil, Shafiq Ahmad Mir, highlighted the importance of capacity building and digital transformation in strengthening rural governance. He stressed that the adoption of digital tools and improved institutional capacity would contribute to the effective implementation of rural development initiatives.
The training was conducted by Mudasir Rahowf Wani, Block Development Officer, Zanskar, who served as the Master Trainer.
The sessions covered various aspects of the VB-GRAM G Act, 2025, including digital transformation in rural administration, evidence-based planning, beneficiary-centric digital systems and electronic Know Your Customer (e-KYC) authentication. The training emphasised the use of technology to enhance transparency and accountability while preventing duplication and the inclusion of ineligible beneficiaries in government welfare programmes.
Participants were also introduced to the Village Gram Panchayat Planning (VGPP) activity flow through the Yuktdhara Portal, which facilitates scientific planning using Geographic Information System (GIS)-based tools. The module focused on improving project preparation, implementation, monitoring and evaluation of rural development works.
The orientation programme concluded with an interactive session during which participants exchanged views on the practical application of digital governance initiatives and discussed strategies for integrating technology into routine administrative functions.
Officials said the training reaffirmed the department’s commitment to promoting transparent, accountable and technology-enabled governance while strengthening the institutional capacity of field functionaries responsible for implementing rural development programmes across Kargil district.
