LAACL gets autonomous status, LG approves governing bodies

Leh: The Union Territory Administration of Ladakh on Friday accorded autonomous status to the Ladakh Academy of Art, Culture and Languages (LAAC&L) and constituted its General Council and Executive Committee, laying the administrative foundation for the region’s premier cultural institution.

The move, approved by Lieutenant Governor Vinai Kumar Saxena and notified through Order No. 38 (T&C) UTL of 2026, formally brings the Academy into operation as an autonomous body tasked with the preservation and promotion of Ladakh’s languages, arts, literature, folklore and indigenous knowledge traditions.

The notification establishes a two-tier governance structure, with the General Council serving as the apex policy-making authority and the Executive Committee functioning as the implementing and administrative arm of the Academy.

The Lieutenant Governor will serve as Chief Patron of the General Council, while the Chief Secretary of Ladakh will head the body as its President. The Council comprises senior government functionaries, representatives of the Ladakh Autonomous Hill Development Councils of Leh and Kargil, a financial adviser and eminent cultural personalities drawn from across the region.

Among the expert members nominated to the General Council are Rev. Thupstan Paldan, Kacho Asfandiyar Khan, Morup Namgyal and Akhone Asgar Ali Basharat.

The Executive Committee will be chaired by the Administrative Secretary, Tourism and Culture Department, and includes officials from Leh and Kargil, representatives of the education sector and cultural institutions, as well as experts from the fields of art, culture and languages.

The committee’s expert members include Mipham Otsal and Dr. Lobzang Tsewang from Leh, alongside Kacho Ahmad Khan and Bashir Wafa from Kargil.

Officials said the autonomous framework is expected to provide the Academy greater operational flexibility in planning and executing programmes aimed at safeguarding Ladakh’s diverse cultural and linguistic traditions.

The inclusion of scholars, writers, cultural practitioners and language experts from both Leh and Kargil reflects an effort to ensure balanced regional representation in shaping the Academy’s future direction.

The development comes as Ladakh continues to build institutions dedicated to documenting and preserving its distinct cultural identity amid rapid social and economic change.

With its governing bodies now in place, the Academy is expected to spearhead research, documentation, publication and cultural outreach initiatives while serving as the Union Territory’s principal platform for the promotion of art, culture and languages.

The order, issued by Sanjit Rodrigues, Secretary, Tourism and Culture Department, states that the functioning of both the General Council and Executive Committee will be governed by the Memorandum of Association and Rules and Regulations of the Academy.
