LEH: In a major initiative aimed at preserving the Union Territory’s rich cultural, historical and natural heritage, the Administration of Ladakh has released the Draft Ladakh Heritage Conservation and Preservation Rules, 2026, inviting comments, suggestions and objections from the public before the rules are finalised.
Issued by the Department of Tourism and Culture, the draft rules have been framed under the provisions of the Union Territory of Ladakh Heritage Conservation and Preservation Act, 2026**. The Administration has sought feedback from citizens, heritage experts, researchers, academicians and other stakeholders within 15 days of the notification, reflecting its commitment to a participatory approach in shaping Ladakh’s heritage conservation framework.
The proposed rules seek to establish a comprehensive institutional mechanism for identifying, documenting, conserving and managing Ladakh’s tangible, intangible and natural heritage. As envisaged in the draft, the **Ladakh Heritage Conservation and Preservation Authority** will serve as the apex body for heritage conservation in the Union Territory. The Authority will be chaired by the Chief Secretary of Ladakh and comprise senior government officials along with experts in heritage conservation, history, environmental protection and representatives of civil society organisations.
The Authority will be entrusted with formulating policies and regulations for the protection and preservation of heritage sites, monuments, historic buildings, artefacts and culturally significant landscapes across Ladakh. It will also oversee the preparation and implementation of conservation plans, promote research and documentation, create awareness about heritage preservation, encourage sustainable heritage tourism and administer the Ladakh Heritage Conservation and Preservation Fund to support conservation initiatives.
To ensure effective implementation of its decisions, the draft rules also provide for the constitution of an Executive Committee under the Administrative Secretary of the Tourism and Culture Department. The committee will supervise the execution of conservation programmes, monitor progress and facilitate coordination among various departments involved in heritage management.
The proposed framework also lays emphasis on maintaining detailed inventories and records of heritage assets while promoting scientific conservation practices and capacity building. By integrating conservation with sustainable development, the Administration aims to safeguard Ladakh’s unique architectural, archaeological, cultural and ecological wealth for future generations.
Officials said the draft rules represent a significant step towards creating a robust legal and administrative framework for heritage conservation in Ladakh and have encouraged members of the public to actively participate in the consultation process by submitting constructive suggestions before the final notification is issued.
