Administration identifies Pangong, Hanle, Nyoma, Nubra, Alchi, Khaltsi, Khangral, Drass, Minamarg and Zanskar corridors for integrated traveller facilities under proposed PPP model
LEH: The Ladakh administration has initiated a plan to develop professionally managed wayside amenities at strategic locations across the Union Territory, with a focus on addressing the shortage of basic facilities along major tourist routes and creating new opportunities for local entrepreneurship.
The proposal was reviewed at a meeting chaired by Administrative Secretary, Planning, Development and Monitoring Department (PD&MD), Himanshu Gupta, who stressed that the initiative should make long-distance road travel more convenient while strengthening tourism infrastructure in remote and high-footfall areas. The proposed facilities are expected to include clean toilets, parking spaces, seating areas, cafeterias and other essential services for travellers.
The move assumes particular significance for Ladakh, where vast distances between settlements and tourist destinations often leave travellers without access to basic public amenities. Secretary, PWD, Baseer-ul-Haq Choudhary, highlighted the difficulties faced by women, families and other travellers on long journeys and underlined the need for safe, clean and accessible facilities along major road corridors.
Rather than pursuing large-scale construction, Gupta called for a “minimum construction, maximum utility” approach, with the facilities designed to be financially sustainable and capable of generating local employment and business opportunities. The administration is considering allotting suitable government land identified by district administrations to SIDCO for development through a transparent public-private partnership (PPP) or bidding model.
Under the proposed arrangement, the government would facilitate land and, wherever feasible, basic utilities such as electricity and water, while selected private operators would develop and operate the facilities under defined terms and conditions. A common design and minimum standards for toilets, cafeterias and other components are also proposed to ensure uniformity, quality and proper maintenance across Ladakh.
The administration has identified a wide range of potential locations. In Leh district, the Deputy Commissioner has been asked to identify suitable land near the Gurudwara area, while the existing facility at Upshi is to be examined for upgradation. In Changthang, strategic tourist destinations including Pangong, Nyoma and Hanle are being considered, with scope for local entrepreneurs to participate in the operation of the facilities.
Similarly, locations including North Pullu and other prominent tourist points in Nubra are to be assessed, while Alchi and Khaltsi in Sham Valley are being examined for an integrated facility with sufficient space for parking and public amenities. In Kargil district, Khangral and other high-footfall locations have been identified for site assessment, with the administration asked to consult hotels, hospitality stakeholders and local entrepreneurs before finalising an operating model.
In Drass, Minamarg and the Kargil War Memorial were discussed as potential locations. The authorities have been directed to assess their suitability and engage hospitality stakeholders and potential operators. In Zanskar, the administration will explore suitable sites along the Rangdum–Kargyak corridor and other important tourist routes, while also studying successful wayside amenity models that could be adapted to Ladakh’s terrain and visitor requirements.
The initiative is thus being positioned not merely as an infrastructure project but as part of a broader effort to improve the road-travel experience while linking tourism with local economic activity. If implemented effectively, the proposed facilities could provide much-needed services in remote areas while giving local businesses and entrepreneurs opportunities to participate in Ladakh’s expanding tourism economy.
Gupta directed all Deputy Commissioners to undertake field-level assessments, identify suitable government land and submit location-specific proposals for further consideration. The meeting was attended by Secretary, PWD, Baseer-ul-Haq Choudhary; Deputy Commissioner Leh Romil Singh Donk; Director Industries; Under Secretaries and other senior officers.
