KARGIL: The Ladakh Autonomous Hill Development Council (LAHDC), Kargil has initiated a comprehensive review of the guidelines governing subsidy-based schemes, with Chief Controller of Finance (CCF) Iftikhar Hussain directing all departments to introduce stricter beneficiary verification, uniform eligibility criteria and safeguards against duplication of benefits to improve transparency and accountability in the disbursement of public funds.
The directions came during a high-level review meeting convened to streamline the implementation of subsidy components across various LAHDC schemes and ensure that financial assistance reaches genuinely eligible beneficiaries through a transparent and objective process.
Emphasising accountability in public spending, the CCF said every subsidy scheme should be supported by clearly defined operational guidelines, objective eligibility criteria and a transparent beneficiary selection mechanism. While beneficiaries may be recommended by elected councillors, he said the responsibility for verifying their eligibility rests entirely with the concerned departments before any financial assistance is sanctioned.
To prevent duplication and misuse of government support, Iftikhar Hussain instructed departments to constitute internal verification committees to scrutinise applications and supervise beneficiary selection. He also directed that any proposal to amend existing subsidy guidelines should be supported by detailed justification and placed before the competent authority to ensure that policy changes are made transparently and on objective grounds.
The meeting reviewed subsidy schemes being implemented by departments including Agriculture, Horticulture, Animal Husbandry, Sheep Husbandry, Tourism, Handicrafts, Handloom, Education, Youth Services and Sports, Cooperative Department and KREDA. Departmental heads presented the existing guidelines, eligibility norms, implementation mechanisms and proposals for strengthening the effectiveness and outreach of their respective schemes.
The review also examined the need to harmonise procedures across departments to improve governance, enhance monitoring and ensure consistency in the implementation of subsidy programmes administered by the Council.
The meeting was attended by the Assistant Commissioner Development, Chief Agriculture Officer, Chief Horticulture Officer, Chief Animal Husbandry Officer, Chief Sheep Husbandry Officer, Chief Education Officer, Assistant Director Tourism, Assistant Director Handicrafts, Superintendent Handloom, District Youth Services and Sports Officer, representatives of the Cooperative Department, KREDA and other senior officials.
Concluding the meeting, the CCF called upon all departments to implement subsidy schemes in accordance with revised guidelines that prioritise transparency, accountability and equitable access, while ensuring that public resources are utilised efficiently and in the larger public interest.
