CS Kundra directs time-bound implementation of police modernisation projects, with focus on surveillance, scientific traffic management and technology-enabled policing.
LEH: Chief Secretary Ashish Kundra on Tuesday directed the expeditious implementation of projects under the Assistance to States and Union Territories for Modernisation of Police (ASUMP) Scheme for 2026–27, with a strong focus on expanding surveillance infrastructure, establishing a Centralised Monitoring System (CMS) and strengthening scientific traffic management across Ladakh.
Chairing a meeting of the UT-Level Empowered Committee (UTLEC), the Chief Secretary emphasised that timely execution of approved projects, transparent procurement and effective inter-departmental coordination were essential to enhance policing capabilities, improve public safety and build a technology-driven law enforcement system in the Union Territory.
The meeting reviewed the proposed Action Plan after Anand Jain, IPS, presented revised estimates for installing fixed-lens bullet CCTV cameras at police stations in accordance with the advisory issued by the Bureau of Police Research and Development (BPR&D). The presentation also outlined district-wise infrastructure requirements, revised project costs, physical and financial progress and departmental estimates for implementation.
Taking stock of the project, the Chief Secretary sought updates on departmental estimates, cabling works, associated civil infrastructure and the procurement process. He instructed officials to complete the tendering process within stipulated timelines while ensuring transparency and strict adherence to established procurement procedures.
Reviewing surveillance infrastructure at police stations, Ashish Kundra stressed full compliance with the Supreme Court’s directions on CCTV installation, including surveillance outside lock-up areas. He directed that all installed cameras be kept operational through regular maintenance to strengthen transparency, accountability and public confidence in policing.
The meeting also assessed surveillance coverage at major traffic intersections and public places in Leh and Kargil. The Chief Secretary suggested that functional CCTV cameras replaced during police station upgradation should be redeployed at busy road junctions and public gathering places to enhance traffic regulation and public security.
Seeking a scientific approach to urban traffic management, he directed the concerned departments, in coordination with the Traffic Police, to undertake comprehensive traffic assessments of major urban centres. Departments were asked to identify critical junctions requiring traffic signals and other interventions based on traffic density, road geometry and pedestrian movement.
To improve traffic regulation and public communication, the Chief Secretary also recommended installing overhead LED display boards and Variable Message Systems (VMS) at strategic locations wherever feasible.
The meeting further reviewed the proposal for establishing a Centralised Monitoring System (CMS) for Ladakh Police, comprising one main monitoring centre and three branch centres. Officials briefed the committee on the proposed architecture, implementation schedule, tendering status and funding requirements.
Directing the Home Department and Ladakh Police to expedite the project, the Chief Secretary asked them to submit the necessary proposals to the competent authority at the earliest, examine best practices adopted by other States and Union Territories and explore financial and technical assistance available under Government of India programmes.
Reiterating the importance of technology-enabled policing, Ashish Kundra instructed all concerned departments to ensure the timely execution of every approved component under the ASUMP Scheme, stating that strengthened surveillance infrastructure and coordinated implementation would enhance policing efficiency, public safety and overall governance across Ladakh.
The meeting was attended by the Director General of Police, Ladakh, Secretary, Planning Department, Special Secretary, Home Department, senior officers of Ladakh Police and other concerned officials.
