Council that fails to pass its Budget loses the moral authority to govern: Mohd Hassan Pasha
KARGIL: Senior Bharatiya Janata Party (BJP) leader Mohd Hassan Pasha on Thursday urged the Lieutenant Governor of Ladakh to dissolve the Ladakh Autonomous Hill Development Council (LAHDC), Kargil, alleging that the Council had failed to discharge its statutory responsibility by not passing the Council Budget for the 2026 financial year.
In a statement issued to the media, Pasha claimed that the failure to approve the annual budget had triggered an administrative impasse, affecting developmental works, public welfare programmes and routine governance in the district.
Describing the situation as a “collapse of administrative leadership,” the BJP leader alleged that the Council’s inability to pass its budget reflected a lack of accountability and governance. He argued that an elected institution that fails to discharge its financial responsibilities loses the public confidence required to continue in office.
Pasha also launched a political attack on the ruling Congress-National Conference alliance in the Council, alleging that the coalition had failed to provide stable governance and had prioritised political interests over development. He claimed that delays in approving the budget had adversely affected public works, welfare schemes and administrative functioning in Kargil.
Seeking the intervention of the Lieutenant Governor, Pasha urged the administration to dissolve the Council and make alternative arrangements to facilitate approval of the 2026 Council Budget through the offices of the Deputy Commissioner-cum-Chief Executive Officer, LAHDC Kargil, so that developmental projects, employee-related matters and essential public services are not disrupted.
He further asserted that the people of Kargil deserved a transparent and accountable administration focused on public welfare and expressed hope that timely intervention by the Lieutenant Governor would safeguard the district’s developmental interests.
Reiterating the BJP’s commitment to the Union Territory, Pasha said the party would continue to raise issues concerning governance, transparency and public welfare.
The Congress and National Conference had not responded to the allegations at the time of filing this report.
