DGP Anand Jain directs faster cyber fraud response, enhanced ERSS coordination

Cyber Desks to be set up in Police Stations across UT

LEH: Director General of Police (DGP), Ladakh, Anand Jain on Wednesday directed a comprehensive strengthening of the Union Territory’s cybercrime response and emergency services during his maiden visit to the Cyber Cell and Emergency Response Support System (ERSS) Unit in Leh.

Reviewing operational preparedness and public service delivery, the DGP called for the restructuring of the Cyber Crime Unit to address emerging technological threats and directed that dedicated Cyber Desks be established at every police station across Ladakh. He also emphasised strengthening the nodal role of the Cyber Cells in Leh and Kargil and ensuring round-the-clock monitoring of complaints received through the National Cyber Crime Reporting Portal (NCRP).

Highlighting the importance of swift intervention in cyber financial frauds, Jain instructed officers to prioritise action during the “golden hour” to maximise the chances of blocking fraudulent transactions and restoring money to victims. He also ordered the deployment of the Central Equipment Identity Register (CEIR) facility at the police station level to strengthen the response to mobile phone-related cyber offences.

The DGP further directed the capacity-building of Cyber Cell personnel through specialised training in cyber investigations, complaint handling and communication skills, with a focus on developing trained “Cyber Commandos.” He also called for categorising cybercrime complaints into financial and non-financial cases and constituting specialised teams to investigate complex cyber frauds. Public-facing help desks were also proposed to assist victims in filing complaints and accessing cybercrime portals.

During his inspection of the ERSS Unit, Jain instructed officials to ensure prompt attendance to emergency calls, reduce response and complaint disposal time, and strengthen coordination among the police, Fire and Emergency Services and the Health Department.

He also directed regular monitoring of complaints, uninterrupted deployment of ERSS personnel and vehicles, improved communication infrastructure and the early completion of pending operational requirements to enhance emergency response across the Union Territory.
