JJM works in Ladakh to be tracked digitally for accurate and timely ground-level updates

Sujalam Bharat App and Project Monitoring Module adopted to record ground progress, third-party inspections and departmental action

LEH: The Administration of UT Ladakh has introduced a new digital system to keep a closer watch on the physical progress of works being carried out under the Jal Jeevan Mission (JJM) 2.0, with the aim of making implementation more transparent, accurate and easier to review.

The PHE/I&FC Department has directed all District Water and Sanitation Missions to immediately adopt the Sujalam Bharat Mobile App and Project Monitoring Module (PMM) for monitoring all ongoing JJM works in the Union Territory. The move follows the signing of an MoU between the  PHE/I&FC Department and the National Jal Jeevan Mission for implementation of JJM 2.0 in Ladakh.

In simple terms, the new system will allow the administration to know what stage a particular water-supply project has reached on the ground, rather than relying only on conventional reporting. Every important asset of a scheme will be monitored separately and its progress will be digitally recorded and verified.

The Project Monitoring Module will track each asset according to predefined stages of work. Physical progress can be recorded in six categories — 0%, 1–25%, 26–50%, 51–75%, 76–99% and 100%. For certain functional checks, the status will be shown as Yet to Start, Ongoing or Completed. Implementing agencies have been instructed to update the progress at least once every month, with additional updates whenever work advances. 

A key feature of the system is that the progress reported by an implementing agency will not simply be accepted at face value. The entry will move to a Third Party Inspection Agency (TPIA), which will verify the work through a checklist, examine the evidence uploaded by the implementing agency and record its observations. The PHE department will then review the entry and the TPIA’s findings before recording its own departmental remark.

If an issue is detected, the PHE officer can mark it as “Issue Observed/Action Required” and record whether a site inspection was conducted, directions were issued or corrective action was taken. This creates a digital trail of what was reported, what was verified and what action followed.

The system will also use geotagging and georeferencing to digitally map water-supply assets and pipelines. Officials will be able to capture the location of sources, pipelines and other critical points through the mobile application, while satellite imagery and hydraulic-flow information can be used to verify the network. Even service points such as schools and other public facilities can be mapped. 

For ordinary people, the significance of the new system is that JJM works in Ladakh are expected to become more trackable and accountable. At the district and UT levels, officers will have dashboards showing the progress, history, remarks and inspection details of schemes and assets. They can also use filters to see whether work is moving regularly and whether issues pointed out during inspections have been addressed.

The Administration has directed officials to ensure that the information entered into the system is regular, accurate and timely, and has warned that delays or non-compliance will be viewed seriously. The PHE/I&FC Department will periodically review implementation of the system. 

The digital monitoring mechanism, therefore, is more than just a new mobile application. It seeks to create a single, verifiable record of the progress of water-supply projects—from the work happening on the ground to its inspection and departmental review—giving the administration a clearer picture of how JJM schemes are actually progressing across Ladakh.
