Panchayati Raj Bodies urged to tap local resources for sustainable revenue

Two-day RGSA training in Khaltse focuses on participatory planning, resource mobilisation and strengthening the financial capacity of grassroots institutions.

KHALTSE: A two-day district-level training programme on Own Source Revenue (OSR) under the Revamped Rashtriya Gram Swaraj Abhiyan (RGSA) concluded at the Conference Hall of the Block Development Office, Khaltse, with officials and Panchayati Raj functionaries being trained in strengthening local revenue generation and participatory planning.

Organised by the District Panchayat Office, Leh, the programme focused on building the capacity of field-level officials and Panchayati Raj Institutions (PRIs) to plan and implement OSR initiatives based on local needs.

Officials from various departments and PRIs participated in the training, including Development Officers, Panchayat Inspectors, Panchayat Account Assistants, Panchayat Secretaries, line department officials and Gram Rozgar Sevaks. Block Development Officers Manzoor Hussain (Saspol) and Dr Zakir Hussain (Khaltse), along with Master Trainer Mustaq Ahmad Mir, also attended the programme.

Master Trainer Mustaq Ahmad Mir delivered a detailed presentation on OSR, covering its objectives, planning process and major components. He stressed the need for Panchayati Raj Institutions to strengthen their revenue-generating capacity by identifying locally available resources and opportunities for sustainable own-source revenue.

The sessions also featured discussions and interactive exercises on participatory planning, resource mobilisation, convergence of available resources, effective utilisation of funds and addressing local developmental needs.

The programme concluded with active participation and interaction among the participants, with the organisers stressing the role of financially sustainable grassroots institutions in supporting coordinated and community-oriented rural development.

The training was part of efforts under the Revamped RGSA to strengthen the knowledge and capacity of Panchayati Raj functionaries and improve their ability to mobilise local resources for development.
