LEH: District and Charge Officials in Leh were trained on detailed Census 2027 Phase-II procedures, including household identification, demographic and socio-economic data collection, migration, disability and education particulars, as the district administration prepares for comprehensive and uniform enumeration.
The training programme, held at the Conference Hall of the DC Office, Leh, focused on ensuring that officials are adequately prepared to apply census definitions uniformly and record information accurately during the second phase of enumeration.
Jatinder Kumar, ADCO and Nodal Officer for Census 2027 in Leh district, conducted detailed presentations on the concepts, definitions and procedures governing the enumeration process.
In his presentation on “Concepts & Definitions: Who Gets Enumerated and Where”, Kumar explained Enumeration Blocks, buildings, census houses and their usage, including cases where a single building contains multiple census houses.
Officials were briefed on normal, institutional and houseless households, besides procedures relating to paying guest accommodation, foreigners and diplomats, as well as nomadic and transit populations. The session also covered identification of persons normally residing at a particular location, determination of the head of household, institutional household records and house numbering.
A separate presentation on “Census 2027 Phase-II – Questions to be Asked” covered the range of information proposed to be collected during enumeration.
The session included demographic particulars such as name, marital status, age at marriage, spouse’s name, nationality, religion and Scheduled Tribe/Scheduled Caste details. Officials were also briefed on common errors in recording caste information.
Other areas covered included particulars of parents, disability-related information involving nine categories of disabilities, mother tongue and other languages known, education and literacy, digital literacy, attendance at educational institutions, highest level of education and educational stream.
The training also dealt with economic activity, including work undertaken during the preceding year, occupation, industry, class of worker, non-economic activity, seeking work and travel to work.
Detailed guidance was provided on migration-related particulars, including place of birth, place of last residence, duration of stay and permanent address. Fertility and other related information to be collected during the census was also discussed.
Officials were further briefed on the Abridged House List, including its generation and updating during Phase-II, and its role in supporting systematic and comprehensive enumeration.
The training also provided an interactive forum for officials to raise field-level concerns. Particular issues relating to house numbering and the identification and numbering of household members were discussed to ensure greater clarity and consistency during implementation.
The programme stressed complete coverage, accurate recording and uniform application of census definitions and procedures as essential to the successful conduct of Census 2027 Phase-II in Leh district.
The training was attended by Chief Planning Officer, Leh, Konchok Gyalson; Census District Prabhari, Tashi Otsal; Chief Executive Officer, Municipal Committee Leh, Stanzin Rabgyas; SDMs from various areas of Leh district and other concerned officers.
