PMGSY, PDS, ICDS and Solar Projects in Sham reviewed

KHALTSI: Deputy Commissioner Sham Kunzes Angmo, JKAS, has directed officials to speed up stalled works, tighten field monitoring and remove implementation bottlenecks to ensure that development and welfare schemes deliver results on the ground.

Angmo issued the directions while chairing a departmental review meeting at the DC Office in Khaltsi on Friday, where officials assessed the progress of PMGSY, Food, Civil Supplies and Consumer Affairs (FCS&CA), Integrated Child Development Services (ICDS) and Power Development Department (PDD) schemes.

The Deputy Commissioner stressed that departmental reviews must present a clear picture of physical and financial progress, targets achieved, pending works and constraints, along with a defined action plan for completing projects within prescribed timelines.

During the PMGSY review, Assistant Engineer Sajjad Tak and concerned Junior Engineers presented the status of Centrally Sponsored Schemes, CAPEX and SDP works.

The review covered sanctioned and completed road lengths, habitations targeted for connectivity, quality assessments by National Quality Monitors (NQM) and the status of State Quality Monitors (SQM).

Angmo directed officials to strengthen field supervision, maintain construction quality and complete ongoing road projects on schedule. She called for prompt resolution of bottlenecks so that improved connectivity reaches the targeted habitations.

The FCS&CA review examined foodgrain availability, PDS implementation and essential stocking across Sham district.

Assistant Director, FCS&CA, Leh, Ruth Mary, along with TSOs of Sham, briefed the meeting on Antyodaya Anna Yojana (AAY) and Priority Household (PHH) coverage, e-PoS transactions, Aadhaar seeding and e-KYC, and buffer foodgrain stocks.

The Deputy Commissioner directed officials to ensure uninterrupted supplies to eligible beneficiaries, update beneficiary records promptly and improve the use of e-PoS systems.

Child Development Project Officer, ICDS Khaltsi, Tsering Youtol, presented the implementation status of Poshan 2.0 and other ICDS interventions covering nutrition, child development and welfare.

Angmo directed the department to ensure timely delivery of nutritional and other benefits, particularly to children, pregnant women and lactating mothers. She also called for regular field inspections to assess service delivery.

The PDD review covered off-grid solar-battery storage systems for unelectrified and remote habitations, smart metering and the Ladakh UT Rooftop Solar Initiative.

Project Consultant Ajay Dhiman, along with departmental engineers, presented the progress of Centrally Sponsored Schemes.

Angmo directed officials to expedite pending works, particularly in remote and unserved habitations, while ensuring proper implementation of renewable-energy projects. She also stressed quality assurance, transparency, inter-departmental coordination and prudent use of public resources, directing officers to resolve issues at the earliest and maintain regular field monitoring.
