LEH: The Ladakh Administration has floated an Rs 18-crore turnkey project for a 2 MLD Modular Sewage Treatment Plant (STP) and a 5 MLD Tertiary Treatment Plant at Agling, with the proposed system designed to operate in temperatures as low as -30°C.
The project, tendered by the PHE Division Leh, will involve the survey, design, engineering, procurement, construction, installation, commissioning, testing and operation and maintenance of the treatment facilities. The new 2 MLD plant will be integrated with the existing 3 MLD STP at Agling.
According to the tender document, the project carries an advertised cost of Rs 1,800 lakh, including GST, while the estimated cost excluding GST stands at Rs 1,525.43 lakh. The work has been proposed under AMRUT 2.0, with a five-year operation and maintenance component.
The proposed 2 MLD Modular STP will use Sequential Bio-Reactor (SBR) technology and include a heat exchanger to enable operation in extreme cold. The scope also includes pumping stations and civil, mechanical, electrical, instrumentation and automation works.
The 5 MLD Tertiary Treatment Plant will be integrated with both the existing 3 MLD STP and the proposed 2 MLD plant. The system will include hydraulic integration of inlet and outlet pipelines, tertiary treatment units, SCADA networking, instrumentation, automation and control-room integration.
The tertiary treatment component will comprise advanced pressure sand filters, activated carbon filters, a trickling filter system and osmosis technology, besides associated civil, mechanical, electrical and instrumentation works.
The project has been structured for double-shift execution, with a stipulated completion period of 12 months, excluding three winter months. The tender document also cautions contractors to take note of the applicable penalty provisions.
The tender notice was issued on August 19, with online bid submission scheduled to begin on August 20 and close on September 10 at 4 pm. A pre-bid meeting is scheduled for August 31, while technical bids are to be opened on September 12.
The tender has been invited from eligible Class A registered contractors whose registrations are valid for the current financial year.
The tender document states that administrative approval has been accorded, while the position of funds has been marked as demanded.
The proposed facility will expand and upgrade sewage treatment infrastructure at Agling, with the new systems designed to work alongside the existing plant and address the operational challenges posed by Leh’s extreme winter conditions.
