Remote Zanskar block secures second place in Zone-I

ZANSKAR: Karsha Block in Ladakh’s remote Zanskar sub-division has secured second place in Zone-I (Hilly, North East and Islands) in the January-March 2026 Delta Rankings of NITI Aayog’s Aspirational Blocks Programme (ABP), reaffirming its position among the country’s leading performers in grassroots governance and development.

The latest quarterly rankings place Karsha alongside the country’s best-performing frontier blocks, recognising sustained improvements across governance and socio-economic indicators despite the logistical and geographical challenges of one of India’s highest inhabited regions.

According to the rankings released by NITI Aayog, Tulail Block in Bandipora district of Jammu and Kashmir secured the top position in Zone-I, with Karsha finishing second. At the national level, Keran Block in Kupwara and Marwah Block in Kishtwar emerged as the two highest-performing aspirational blocks during the assessment period.

Confirming the achievement, a government spokesperson said Karsha’s performance during the January-March 2026 assessment reflected focused governance, convergence of development schemes and effective last-mile delivery across the block. The recognition, the spokesperson added, was the outcome of sustained coordination among the district administration, line departments, elected representatives, frontline workers and local communities.

The Aspirational Blocks Programme, launched by NITI Aayog in 2023, covers 500 relatively underdeveloped blocks across the country with the objective of accelerating socio-economic development through evidence-based planning and outcome-oriented governance. The programme measures incremental progress every quarter through a delta-ranking framework based on nearly 49 indicators across five thematic sectors—Health and Nutrition, Education, Agriculture and Water Resources, Financial Inclusion and Skill Development, and Basic Infrastructure.

Karsha’s latest performance builds on an already strong record under the programme. The block had earlier secured the top national position in previous assessment cycles, earning a ₹1 crore performance incentive for improvements in digital connectivity, educational outcomes and rural infrastructure. Those achievements included universal functional household tap water connections and expanded BharatNet connectivity, strengthening access to essential public services in the remote Himalayan region.

Officials attributed the latest recognition to sustained field-level implementation, regular monitoring of development indicators and coordinated efforts involving Panchayati Raj Institutions, Anganwadi and ASHA workers, besides active participation from local communities. They said initiatives such as Sampoornata Abhiyan 2.0, coupled with periodic reviews by the Central Prabhari Officer, have accelerated the saturation of critical development indicators despite difficult terrain, prolonged winters and limited connectivity.

The latest rankings reinforce the growing emphasis on convergence-based governance, where multiple departments work through coordinated planning to improve service delivery in underserved regions. For Karsha, located in one of Ladakh’s most remote and climatically demanding landscapes, the recognition reflects the cumulative impact of sustained administrative engagement and community participation.

Congratulating the top-performing blocks, NITI Aayog said the quarterly rankings recognise consistent efforts to strengthen grassroots governance and accelerate inclusive development. Karsha’s performance, officials said, demonstrates that targeted interventions, institutional coordination and continuous monitoring can translate into measurable development outcomes even in remote Himalayan regions where geography often poses formidable challenges to public service delivery.
