LEH: Aimed at accelerating industrial growth and strengthening investment prospects in the Union Territory, the Administration of Ladakh has constituted a State-Level Committee (SLC) for the implementation of the Bharat Audyogik Vikas Yojana (BHAVYA). The committee has been formed following a proposal from the Industries and Commerce Department.

The newly constituted committee will serve as the apex body at the UT level for overseeing the implementation of the BHAVYA scheme and ensuring that industrial projects are processed efficiently in accordance with the scheme guidelines.

The committee will be headed by the Chief Secretary, UT Ladakh, while the Administrative Secretary, Industries and Commerce Department, will function as its Member Secretary. Senior officials from the Finance, Housing and Urban Development, Revenue, and Forest, Ecology and Environment Departments, along with the Managing Director of SIDCO, Director of Industries and Commerce, and a nominee of the Department for Promotion of Industry and Internal Trade (DPIIT) as a Special Invitee, will form part of the committee.

The State-Level Committee has been entrusted with evaluating investment proposals, including those from the private sector, and recommending eligible projects to the National Level Steering Committee after verifying their compliance with the prescribed eligibility criteria. It will also coordinate with various departments to facilitate the creation of external infrastructure required for industrial projects by converging resources available under existing Central and UT Government schemes.

Besides processing and recommending proposals, the committee will closely monitor the implementation of approved projects, review physical and financial progress, assess milestone achievements, and ensure timely utilisation of funds. It has also been tasked with integrating Ladakh’s industrial policies and incentive mechanisms with the BHAVYA scheme to create a more investor-friendly ecosystem and maximise the benefits of industrial infrastructure development in the region.

The constitution of the State-Level Committee is expected to provide a coordinated institutional framework for implementing one of the Centre’s key industrial promotion initiatives in Ladakh. By bringing together senior policymakers and departmental heads under a single platform, the administration aims to streamline decision-making, improve inter-departmental coordination, and expedite the execution of industrial projects that can generate employment, attract investment, and contribute to the Union Territory’s long-term economic development.
