LEH: Officers and officials of the Rural Development Department, Leh, completed a two-day orientation programme on the VB-GRAM G Act, 2025, with the training placing emphasis on digital governance, technology-enabled planning and transparent implementation of rural development programmes.

Organised under the Annual Capacity Building Plan (ACBP) in collaboration with the National Institute of Rural Development and Panchayati Raj (NIRDPR), Hyderabad, the programme was held on July 24 and 25 at the Conference Hall of the Assistant Commissioner Development (ACD), Leh. The initiative sought to strengthen the institutional capacity of field functionaries responsible for implementing rural development schemes.

The training was led by Dr. G. V. Krishna Lohi Das, Programme Director, Centre for Wage Employment and Livelihood (CWEL), NIRDPR; Dr. V. Suresh Babu, Head, CWEL, NIRDPR; and Mudasir Rahowj Wani, Block Development Officer, Zanskar, who served as the Master Instructor.

The sessions focused on the implementation framework of the VB-GRAM G Act, 2025, while introducing participants to digital transformation in rural governance, evidence-based planning and beneficiary-centric service delivery mechanisms. Officials were also trained in e-KYC authentication processes aimed at improving transparency, strengthening beneficiary verification and preventing the inclusion of duplicate or ineligible beneficiaries.

A major component of the programme was dedicated to the Village Gram Panchayat Planning Process (VGPP) workflow through the Yuktdhara Portal, enabling participants to prepare scientifically designed, GIS-based development plans. The training also covered digital tools intended to improve project execution, monitoring and resource utilisation under rural development programmes.

The orientation concluded with an interactive session during which participants exchanged field experiences and discussed the practical application of digital governance initiatives in rural administration. The deliberations focused on integrating technology into planning and implementation processes to improve efficiency, accountability and service delivery.

Officials reaffirmed their commitment to adopting digital platforms and transparent administrative practices, underscoring the Rural Development Department’s continuing efforts to build institutional capacity and modernise rural governance in Leh district.
