Auto Appeal System is aimed at ensuring strict adherence to notified timelines for delivery of public services and reducing delays in the disposal of applications
LEH: Strengthening transparency, accountability and ease of governance, the Administration of the Union Territory of Ladakh has officially integrated an Auto Appeal System into its Ease of Doing Business (EODB) Portal.
The initiative, introduced as part of the ongoing Deregulation 2.0 governance reforms, has been undertaken by the General Administration Department in coordination with the Industries & Commerce Department and the National Informatics Centre (NIC), Ladakh.
The Auto Appeal System is aimed at ensuring strict adherence to notified timelines for delivery of public services and reducing delays in the disposal of applications. Under the new mechanism, citizens and applicants will no longer need to manually pursue appeals in cases where a designated department fails to deliver a notified public service within the prescribed timeframe. Instead, the online system will automatically escalate such cases to the higher appellate authority.
The move is expected to bring greater accountability into the delivery of public services while making the grievance and appeal process more accessible and transparent for citizens, entrepreneurs and businesses.
Several major public services across departments have already been brought under the automated framework. These include services of the Public Health Engineering/Irrigation & Flood Control Department (PHE/I&FC), Power Development Department (PDD), Industries & Commerce Department (I&C), and Cooperative Department. The services covered range from the sanction of domestic and commercial water connections to power connections and society registrations.
The Administration has also formally notified the relevant service timelines and regulatory frameworks through S.O. No. 137 dated November 21, 2025; S.O. No. 217 dated July 7, 2026; and S.O. No. 240 dated August 4, 2026, providing the regulatory basis for the time-bound delivery and automated appeal mechanism.
The integration marks an important shift towards digital, time-bound and citizen-centric administration, particularly for business owners and entrepreneurs who depend on timely approvals and regulatory services. By automatically triggering escalation when prescribed timelines are breached, the system seeks to reduce administrative delays and ensure that service delivery commitments translate into enforceable timelines.
The UT Administration has urged business owners, entrepreneurs and members of the public to make use of the time-bound services available through the official EODB portal and track the progress of their applications online.
The latest reform is part of Ladakh’s broader effort to leverage digital governance tools to simplify procedures, improve administrative responsiveness and create a more transparent environment for citizens and businesses.
