LEH: The Union Territory of Ladakh Administration has ordered a two-tier round of ad-hoc/officiating promotions involving 13 officers in the Department of Law & Justice, filling available promotional posts amid administrative exigencies.

As per order, 10 Associate Law Officers have been promoted, in order of seniority, to the posts of Public Law Officer (PLO), Law Officer (LO) or District Litigation Officer (DLO) in Pay Level-8. The promotions have been sanctioned with immediate effect against available posts under the promotional quota.

Those promoted are Tsering Yangzin, Jigmet Angmo, Mohammad Saleem, Tsewang Deskit, Disket Wangmo, Jigmet Wangchok, Najum Ul Huda, Stanzin Chostak, Urgain Dorjay and Kunzang Ladon.

In a linked second order, the Administration has promoted three officers presently holding PLO/LO/DLO-level posts to Deputy Secretary (Legal)/Deputy Legal Remembrancer, in Pay Level-11. The officers are Stanzin Ladol, Khadim Hussain and Zahid Hussain.

The two orders effectively create a two-level interim strengthening of the UT’s legal establishment, with officers moving into higher responsibilities at both PLO/LO/DLO and Deputy Secretary (Legal)/Deputy Legal Remembrancer levels. The orders cite administrative exigencies and availability of posts as the basis for the exercise. 

However, the promotions are explicitly temporary and ad-hoc, and do not confer any right to regular promotion, seniority or continuance in the higher post. Both orders stipulate that the arrangements will be subject to the outcome of the regular selection/promotion process. The Department has been directed to initiate and complete the process for convening the Departmental Promotion Committee (DPC), with regular promotions to be made in accordance with the applicable Recruitment Rules and DPC recommendations. 

The ad-hoc arrangements will remain in force until the posts are filled on a regular basis or until further orders, whichever is earlier. The officers will also continue to work at their existing places of posting until further orders.
