LEH: The Administration of the Union Territory of Ladakh has approved the ad hoc/officiating promotion of ten Section Officers to the posts of Assistant Director/Under Secretary in the Junior Scale, aiming to address critical vacancies and ensure the uninterrupted functioning of government departments.
The order, issued by the General Administration Department on August 4, states that 11 posts under the promotion quota are currently vacant, resulting in an acute shortage of officers in the Junior Scale. With regular promotions delayed due to the non-finalization of Recruitment Rules, the Ministry of Home Affairs granted approval for interim promotions pending the completion of the recruitment process.
The promotions have been made after verification of eligibility, Annual Performance Appraisal Reports (APARs), and integrity status of the eligible officers. One eligible officer, Manzoor Hussain of the Cooperative Department, voluntarily had forgone his claim for promotion on personal grounds.
The officers promoted include Asgar Ali (Animal/Sheep Husbandry & Fisheries), Phuntsok Angdu (Revenue), Jigjit Galpo (Health & Medical Education), Stanzin Lotus (Animal/Sheep Husbandry), Abass Ali (School Education), Mohd Hassan (Revenue), Punchok Angchok (School Education), Haji Asgar Ali (School Education), Tahira Nasrin (Labour & Employment), and Chewang Rinchin (Angchuk) from the Labour & Employment Department.
According to the government order, the promotions are purely temporary and officiating in nature and will not confer any right to regular promotion, seniority, confirmation, or other consequential service benefits. The officers will continue in the promoted posts until regular promotions are made in accordance with the notified Recruitment Rules or until further orders.
The Administration stated that separate transfer and posting orders for the promoted officers will be issued subsequently, with the move expected to strengthen administrative capacity across key departments and improve governance and public service delivery in the Union Territory.
